The rotation tool is only available in the Overview Map so in order to use the tool you must do the following:
1. Make sure you are in the overview map which you will find on the top middle toolbar
2. Once you are in overview map mode the tool will be located on the sidebar as shown below
3. Once you click on this button, the rotation panel will open.
4. You could also type in the rotation angle.
5. The sliders will rotate the scene around its center.
